I am curious about both. Perhaps start with the eye? Do you add the textures in and lower the opacity or?

I originally took the lasso tool around the iris then used the gradient tool set to rainbow in the circle. I lowered the opacity then erased it where the pupil is. Then I added the skin stuff. I saved that then I did another rainbow eye with a tutorial from youtube that's different. and overlayed them. and added the glitter in the iris only. Hope that helped a little bit!
